Punjab and Haryana for not complying with the Supreme Court's order in connection with the missing person's cases.The CBI in the High Court on Monday said that the respective
governments have not started pursuing missing person's cases as directed by the Apex Court. Reacting on the CBI's allegations the High Court has directed the state governments to submit a status report on the
investigation done so far on the oredrs of the higher authoritys.
Filing
an affidavit in the High Court, the CBI said, "The governments should
form a special cell to investigate the missing peoples' cases."
According
to the CBI, the investigation in the missing person's cases are
internal matters of a state and therefore not taken up by the CBI.
The
CBI also informed the court that investigation agency's crime branch
has formed a Crime Intelligence Cell (CIC) which maintains a record of
the people or gangs allegedly involved in human trafficking.
According
to the affidavit filed by the state government in this matter, the
number of missing persons was 2642 in the year 2011, out of which 1,589
persons are still reported missing. Likewise, 483 children were reported
to be missing in Punjab out of which 237 are still traceless. Since
January 31, 26 persons have been reported to be missing in Punjab.
The
Lawyers for human rights international had filed a Public Interest
Litigation (PIL) in the High Court on this issue and sought that the
police should form special cells to investigate the missing person's
cases in Punjab, Haryana and Chandigarh.
